Position Summary:
Reporting to the Director, Aviation Programs & Compliance, this role will lead the development and on-going maintenance of the aviation safety management systems, quality assurance program and training compliance and standards related programs, processes, procedures, and related documentation to ensure that they are fit for purpose, conform to regulatory requirements, and are leading practice. The incumbent will develop, implement and maintain verification and quality assurance programs to ascertain and demonstrate regulatory compliance and continuous improvement.

Position Summary:
Reporting to the Director, Aviation Programs & Compliance, this role will lead the development and on-going maintenance of the aviation safety management systems, quality assurance program and training compliance and standards related programs, processes, procedures, and related documentation to ensure that they are fit for purpose, conform to regulatory requirements, and are leading practice. The incumbent will develop, implement and maintain verification and quality assurance programs to ascertain and demonstrate regulatory compliance and continuous improvement.
As Associate Director, Aviation SMS and Quality Assurance, you will:
- Oversee the processes and procedures ensuring compliance to the Canadian Aviation Regulations (CARs) part 3, division V - Safety Management Systems. This includes the following:
- The safety management plan, policies, and objectives
- Safety risk management
- Safety assurance and promotion
- Documentation
- Safety oversight
- Training
- Quality Assurance
- Effectively monitor the SMS with a continuous improvement vision to ensure ongoing compliance with the Canadian Aviation Regulations and Occupational Health & Safety Regulations as they apply to Aviation Services
- Adapt and visualize the entire risk profile and act accordingly
- Act as an advocate, lead and representative of the process and procedures designed to maintain the Aviation Safety Management Systems (SMS), Quality Assurance Program (QAP) and training compliance
- Ensure adherence to documentation review processes and procedures to ensure all applicable documents are relevant and maintained
- Lead and ensure the SMSs independence and autonomy in order to handle aviation safety risks
- Oversee the quality assurance and compliance verification program to demonstrate that the GTAA meets or exceeds all aviation-related regulatory minimum requirements necessary to maintain its airport operating certificate
- Oversee the Training Compliance and standards team as well as processes as procedures to ensure training compliance across regulated program an safety critical tasks
- Inform and participate of regulatory developments and industry leading practices and, where appropriate, gain acceptance for changes to GTAA policy, programs, processes, procedures, or requirements of other entities operating airside at Toronto Pearson
- Ensure conformance to applicable ICAO standards and best practices
- Create a compelling agenda and a clear set of purposeful goals, objectives and expectations that people fully understand and are consistently held accountable to
- Coach, mentor and develop individuals and teams to rise to their full potential while providing timely, constructive and consistent feedback and personal development opportunities
- Lead and manage a well-focused unit within budget
- Post-secondary degree or diploma in Aviation Management or a related field
- Minimum 10 years of experience at a large international airport, air navigation service provider, civil aviation authority, or airline with direct oversight of an Aviation SMS and QAP program
- Minimum 5 years of experience in People Management (direct report or cross-functional), development and implementation of aviation and training related programs
- Demonstrated experience in a senior-level position, showcasing critical thinking, decision-making, and leadership abilities in a change management context
- Valid Ontario Driver’s License
- Ability to obtain and retain Transportation Security Clearance
- Extensive knowledge of the Aeronautics Act and the Canadian Aviation Regulations and supporting standards (e.g. TP312 – Aerodrome Standards & Recommended Practices)
- Ability to evaluate and revise program plans as business requirements change
- Excellent verbal and written communication skills
- Ability to visualize critical interdependencies
- Proven relationship management skills with internal and external partners with demonstrated ability to influence, collaborate and negotiate cross functionally in a unionized environment, as well as with external partners to achieve results with diplomacy and tact
- Demonstrated business and improvement attitude to solution immediate issues and to identify trends, provide recommendations, plans and implement corrective actions
- Ability to successfully manage and make decisions under pressure and respond to critical and or changing priorities throughout the day
- Ability to learn and adapt quickly about business goals and strategies
- Demonstrate skills and experience developing and delivering presentations on highly technical information to a varied audience
