Job Description:
This position will perform the duties of Contractor Program Security Officer (CPSO) and Facility Security Officer (FSO). The experienced CPSO/FSO will be responsible for developing and managing internal security program policies and procedures in accordance with DoD security policies to include NISPOM (32 CFR, Part 117) and DoDM 5205.07 v1-4. The CPSO/FSO will serve as the primary industrial security POC responsible for performing and managing all day-to-day security functions, including personnel, physical, information, and operational security disciplines for the Ashburn facility.
The Advanced Systems & Technologies (AS&T) division is a part of L3Harris’ Agile Development Group and specializes in developing disruptive, next-generation technologies for advanced Unmanned Air Systems (UAS / UAV), advanced radar systems, next-generation weapon systems, and other RF sensor technologies using small company agility and big company experience.
Essential Functions:
- Provide on-site security support for a classified program at the L3Harris facility in Ashburn, Virginia.
- Implement security policy consistent with the Company, DoD, and other Government regulations.
- Maintain and coordinate excellent working relationships with internal customers, external customers and government agencies while interacting on all classified matters.
- Provide program security support including, but not limited to, physical security, personnel security, operational security, access control, fielding of daily security request/issues, investigations, information system security, security training, classification management, and document control.
- Provide day-to-day execution of all security functions for the program.
- Ensure the development and implementation of an effective security education, training, and awareness program utilizing multiple venues e.g. briefings, newsletters, posters, etc.
- Conduct security indoctrinations and debriefings, audits.
- Assure proper processing of incoming and outgoing classified visits, electronic personnel security questionnaires (eQIP), and Program Access Requests (PAR).
- Conduct an annual self-inspection and maintain a satisfactory security posture for the program.
- Remain up to date on applicable policies, procedures and regulations from the company, customers, and government agencies.
- Implement security policy consistent with the Company, DoD, and other Government regulations.
- Provide security support to Business Area Managers to include OPSEC, Classification Management, Security Awareness, COMSEC, and DD254.
- Responsible as the COMSEC account manager, to include inventory and account management.
- Communicate and coordinate security actions with the ISSM, ISSOs, System Administrators, and Security Manager.
- Ability to obtain and maintain any additional clearances as required.
- Ability to lift up to 20 lbs.
- Ability to travel up to 10%.

Qualifications:
- U.S. citizen
- Active DoD clearance with current 5-year update.
- Bachelor’s Degree, ideally in Security Management or related field, and minimum 9 years of relevant experience as a Defense Contractor Security Professional.
- Must possess an excellent understanding of the NISPOM (32 CFR, Part 117), as well as applicable DoD 5205.07 Volumes 1-4, JSIG, ICD, RMF and other related government regulations applicable to U.S. Government collateral, SCI and SAP programs.
- Experience with the use of SIMS.
- Experience working with government information systems of record (DISS, NISS, etc.) and excellent understanding of personnel security investigation requirements required.
- Experience using Microsoft Office products.
Preferred Additional Skills:
- Direct experience with the planning and execution of secure facility or SCIF construction.
- Security Fundamentals Professional Certification (SFPC).
- Industrial Security Professional (ISP) certification.
- Excellent people skills, with experience leading and collaborating in a multi-disciplinary, diverse, and dynamic team environment.
- Excellent communication skills (written, verbal, & presentation).
