H-Band Duties:
Performs multiple and varying assignments under the limited direction of a manager, project/program manager, team leader, or more experienced professional. Responsible for tracking all items signed by the director’s office to include but not limited to; personnel actions, memorandum of records and awards. Independently collects data, researches policy/guidance, drafts and reviews documentation on behalf of the director’s office.
Supports the Executive Staff in compilation and assembly of briefing materials. Handles sensitive and confidential information. Facilitates and coordinates program meetings, responsible for taking notes and action items during meetings and distributing and filing as appropriate. Assists and track initiatives and actions for the WSA leadership team.
Applies experience and advanced knowledge applicable to assigned functions to plan and accomplish assignments. Assists the ETR in areas of the Reasonable Accommodations, and other program areas, as they apply to the Technical Operations organization. Assists the Executive Advisor and ETR with planning, developing, monitoring, and executing actions required to manage the organization’s administrative functions, which includes a full range of administrative areas: internal staffing, security administration and management analysis. Tracks and analyzes data to ensure compliance with policies and procedures; identifies and recommends solutions for complex/ difficult problems; and recommends improvements to systems and processes.
Demonstrates considerable independence in planning time and helping a manager, project/program manager, and/or team leader to plan and use assigned resources to accomplish projects/programs/activities. Assists the Executive Advisor with tracking initiatives and budget. May identify and request additional resources, as needed. Coordinates with analyst to ensure business plan activities and performance metrics are clear, concise and measurable and can provide basis for management action. Independently performs analysis, research and investigation on new and improved business and management practices for application to agency programs or operations.
I-Band Duties: In addition to the H-Band duties: Performs multiple, varying, and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced professional. May act as a contributing specialist on large work activities or as a project manager or team leader for large projects/programs/activities. Works with the Technical Operations Manager or Executive Advisor, and Executive Board to perform a variety of complex assignments and special projects with a high degree of independence from supervision or oversight.
Applies experience and comprehensive knowledge to plan and conduct functional activities for projects/programs. Assignments frequently require knowledge and experience working across functional and/or organizational lines. Typical assignments may include: providing guidance to less-experienced professionals; leading small project/program teams; designing and recommending solutions to complex problems; preparing and reviewing management reports and/or contractual documents; and developing and recommending improvements to systems and/or processes to improve operational efficiency.
Independently plans time. Identifies, plans, and organizes available resources to accomplish projects/programs/activities. Advises organization and program managers on planning and resource utilization issues. Assists with the development and monitoring of the Director and Executive Staff's budget. Makes optimal use of resources to complete activities within established schedules. Completes analyses of programs by developing baseline performance measurements and comparing performance with the baseline
To qualify for the H Band position applicants must have at least 52 weeks of specialized experience at the next lower grade level of FV-G/GS-10/11 that equipped the applicant with the necessary knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes:
Experience analyzing, evaluating, and/or reviewing other substantive determinations with regard to Technical Operations operating programs. Experience providing administrative assistance in the operation, planning, or advisory work involving Technical Operations program functions.
To qualify for the I Band position, applicants must have at least 52 weeks of specialized experience at the next lower grade level of FV-H/FG/GS-12 that equipped the applicant with the necessary knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes:
Experience performing analytical and evaluative methods and techniques to collect and analyze data, and identify problems. Experience analyzing administrative policies and identifying problems to improve organizational effectiveness and efficiencies.
