The incumbent of this position reports to the Office of the Director, NASEO, AJW-B000. Manages the work of a large, multi-level organization typically through subordinate managers. Applies detailed knowledge with NAS security, risk, governance, and cyber monitoring. The Aviation Technical Systems Manager supports the Director and Deputy Director in the development of new national level operational concepts, policies, and standards to improve operational efficiency and support the operational management of emerging systems, services, and products. Participates in the establishment of high level goals, strategies, milestones, and metrics. Supports and implements NEO goals and mission objectives. Integrates work of multiple organizations to meet strategic goals of the organization and the FAA, participates in strategic planning for the FAA, and makes commitments (program, budget, etc) for a major organization.
Supports as the Authorizing Official Designated Representative (AODR) responsible for ensuring that NAS information systems are in compliance and operating according to applicable Federal and FAA polices and orders, including FAA Order 1370.82A, Information Systems Security Program, as amended. Provides recommendations to AODR and the Authorizing Official whether to authorize a system in its current configuration and environment. Promotes collaboration and cooperation among ATO and FAA counterparts, and other Authorizing Officials, especially relative to actions requiring shared responsibility.
Provides direction to subordinate manager and staff with regard to the overall strategic goals and objectives for security oversight for all NAS cyber security related activities across the ATO. Ensures that all NAS ISS systems are operating at an acceptable level of security risk and that NAS authorization decisions consider all factors necessary for mission success. Develops and approves solutions to current and anticipated problems and risks that considers the integrated operations of the NAS and utilizes leading edge cyber security technology. Provides for an organization-wide forum to consider all sources of risk to organizational operations and assets.
Directs an administrative and technical diverse workforce in more than one organizational units/programs in support of NAS enterprise security services and governance. Applies a detailed knowledge of budget, human resource management, and other administrative policies and procedures. Provides day-to-day direction subordinate managers, interfaces with management across multiple organizational units, and integrates projects/programs across multiple functions. Manages budget and either reallocates resources
among organizational units/projects/programs or acquires additional resources as needed. Managerial duties typically affect managers and employees for more than one organizational unit/project/program, and include: strategic planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of organizational units, managers, and employees; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions as appropriate.
Applies an detailed knowledge of the technical aspects of the work directed in order to implement cyber security policies and initiatives to protect the NAS network. Manages threat and vulnerability information in relation to NAS information systems. Minimizes the impact of cyber security events/incidents within the NAS and provides situational awareness of NAS critical services. Directs cyber security planning and response activities with external agencies, aviation partners, information system owners and security officers, security
control assessors, and other interested parties.
