This position is for a Supervisory Airway Transportation Systems Specialist (SATSS), who will have full management responsibility for the Operations Enterprise Control Center (OECC), Enterprise Control Center (ECC) Sub-Team within the National Operations Group, NAS Security and Enterprise Operations (NASEO). The OECC serves as a Technical Operations Control Center (TOCC) responsible for NAS management and oversight of NAS enterprise systems and services within its defined scope of responsibilities.
Manages staff that provide 24/7 operational support with rotating shifts. Duties have a direct impact on the NAS. Has full responsibility for overall administrative, technical, and operational direction of the assigned workforce consisting of ATSSs involved in providing critical NAS services to enroute and terminal air traffic control, commercial airlines, general aviation aircraft, in support of both U.S. and international air traffic.
Oversees NAS restoration activities, periodic maintenance activities, and implementation activities, and modification activities to systems and services. Establishes, manages, and coordinates the development of triage processes for the logging, reporting, and escalation of issues or unresolved complex problems to the NASEO directorate and any relevant internal and external organization to the Air Traffic Organization (ATO).
Ensures customer service is timely, professional and receives the maximum consideration on all aspects of job performance. Establishes and maintains working relationships with internal/external personnel and co-workers with cooperation, collaboration, trust, and respect.
Oversees and participates in efforts to analyze enterprise systems and services, perform anomaly investigation, and perform logging and ticket activities. Conducts daily review of log files, running scripts to update PCs, and capturing and sending files and logs to requesting organizations, e.g. NADIN files to the Tech Center and BWM files to the program office, etc. Participates in testing efforts with a variety of operational facilities, including the NEMC. Installs, repairs, fabricates, modifies, and maintains legacy NEMC systems and equipment.
Identifies team and individual training needs and requirements for Operations Specialists to ensure comprehension of enterprise systems and services.
Participates in the update of organizational responsibilities for monitoring, maintaining, and supporting new system/services.
Provides timely upward reporting of NAS events and quickly assesses and acts to restore systems or services with minimal impact to the NAS.
Develops and/or assists with technical documentation and information and participates in a variety of technical working groups. Performs NAS change documentation reviews.
Applies an advanced knowledge of the technical aspects of the work directed, detailed knowledge of the applicable Collective Bargaining Unit agreement(s) and other administrative policies and procedures, and an understanding of the objectives of the organization when communicating plans and strategies.
Remains current and ensures employees are current with job-specific knowledge and trends through training courses, workshops, seminars, and professional associations/publications. Ensures self and employees obtain and maintain necessary certifications.
Directs and assigns the work of subordinate employees. Sets priorities and deadlines; assigns tasks and responsibilities; plans deadlines; sets standards of acceptable work; and establishes work schedules and approves leave while ensuring adequate shift coverage for the accomplishment of work assigned to effectively manage NAS operations.
To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
Experience includes: Experience applying knowledge of the NAS and demonstrating an understanding of business relationships and technical requirements to ensure all systems and services are logged, coordinated, and monitored to ensure maximum availability for internal and external users; and experience applying knowledge of enterprise systems and/or services such as AMHS, IESP, NADIN, WMSCR, etc.
