The Office of Financial Management (AFM) provides financial oversight and information on the use of agency financial resources. The Financial Operations Division (AFM-200) manages the various financial management systems that ensures FAA meet its mission. The Delphi Service Branch (AFM-220) serves as the system and functional lead for maintaining the FAA’s core financial management system (DELPHI), which is shared by all FAA regions, centers, and Headquarters.

The Systems Accountant provides functional systems support, including managing and tracking business and system requirements; system testing and implementation; and deploying system upgrades and maintenance for the FAA's integrated federal financial system in compliance with laws and regulations as defined in OMB Circular, A-123, the Department of Treasury mandates, and the FAA’s internal financial control policies and procedures. Collaborates with FAA Line of Business (LOBs)/Staff Offices (SOs) to develop applications, complete system upgrades and installations, and implement system enhancements to meet the agency’s financial management requirements.
AFM-220 collaborates with the FAA Enterprise Services Center (ESC), lines of business (LOB)/staff offices (SO), and the Department of Transportation (DOT) on the interface or integration of core and secondary financial systems, including PRISM and the Cost Accounting System (CAS). Also, AFM-220 works with the financial statements team and auditors to address audit-driven changes for the agency.
Manages the system life cycle in accordance with system standards, accounting, and auditing principles defined by the Office of Management & Budget (OMB), the Joint Financial Management Improvement Program (JFMIP), Generally Accepted Accounting Principles (GAAP), and the Department of Treasury to ensure system integrity across Delphi modules, and to support a clean audit finding to the agency. Coordinates all elements of the systems maintenance life cycle, including identifying maintenance needs, and managing functional system design changes, solution development, and associated service requirements for AFM owned systems. Implements DELPHI system changes, Department of Treasury’s accounting policy changes, and Oracle System changes by applying knowledge of DELPHI and recommends improvements for implementation.
The Systems Accountant reviews system configurations and financial transactions to ensure compliance with federal Information Technology (IT) security requirements. Recommends solutions for implementation whenever applicable to minimize operational risk and support the FAA’s IT security initiatives. Monitors system accounting and financial data, identifies root cause for system issues, and implements the processes for improved financial data in the DELPHI core financial system.
The Systems Accountant evaluates LOB/SO business processes and identifies system re-engineering opportunities to support continual process improvement. Identifies, analyzes, and recommends System Change Request (SCR) to ESC technical support team for resolution of identified issues raised by FAA customers across all LOBs/SOs. Provides functional requirements to the ESC development team for technical review. Collaborates with the ESC development team on the next steps and schedule for implementation to DELPHI.
Attends various FAA-led training and conference events to serve as a subject matter expert regarding initiatives led by the DELPHI System Branch (AFM-220). Collaborates with ESC teams and FAA LOB/SO to support all federally mandated change initiatives led by the Department of Transportation Secretary Project Management Office, that require system changes in DELPHI to meet Federal financial requirements.
Independently plans time. Identifies, plans, and organizes available resources to accomplish projects/programs/activities. Makes optimal use of resources to complete activities within established schedules.
Established policies/procedures provide guidance for most assignments, but allow considerable discretion for employee to select the most appropriate approach(es) or develop new approaches. Assignments regularly require interpretations of internal and external policies and extrapolations from precedents.
IN ADDITION TO MEETING THE BASIC EDUCATIONAL REQUIREMENTS BELOW: To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-H, FG/GS-12 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
