Reports directly to the Shared Services Center (SSC) Director and provides planning, management, and direction of SSC activities and programs relating to providing the full range of personnel action processing and maintaining Electronic Official Personnel Folders (eOPFs), Payroll Liaison Staff functions, and Personnel Records/files management activities.
Provides direction regarding the SSC duties and responsibilities and is responsible for performing management/oversight of fiscal and administrative approvals for purchases, asset inventory, supplies, space management, file and records retention, and as approving official for PIV, AIT, PRISM, and US Bank requests.
Serves as the senior point of contact for customer service and relations for the organization. Provides leadership in managing and overseeing the work of subordinate managers, team leads, and staff in complex multifunction HR responsibilities including: transactional processing, payroll liaison support, maintaining Electronic Official Personnel Folders (eOPFs) for the Agency, personnel records/files management and records retention, FAA Hot-Line, congressional inquiries, and FOIA/Privacy Act issues for assigned areas under the scope of the SSCs.
Provides advice and solutions on extremely complicated, complex or non-standard problems such as the development and implementation of third-party settlements and agreements, ensures actions are processed IAW agreements, and assists with affecting back pays and resolving issues. Manages the Wednesday process to ensure the team notifies timekeepers to advise on coding issues and remedial actions to resolve pay errors or problems identified by the Department of Interior (DOI) or employees prior to final pay calculations.
Monitors and evaluates new and innovative approaches to the SSC work processes. Fully supports FAA and Office of Human Resource Management (AHR) goals and objectives, ensuring standard operating procedures for the SSC are fully implemented and customer service level agreement goals are achieved by region/center in areas of responsibility.
May participate on national projects and programs contributing to national human resource policy development and shifts in program direction and priorities. Conducts and coordinates responsive documents for internal and external audits, reviews, inquiries, investigations, and meetings with audit/oversight officials.
Collaborates with other AHR functions, to include HR Services Divisions (HRSD), Benefits Operations Center (BOC), FAA, and the DOI Payroll Operations office to resolve issues related to transactional processing and accurate processing and payment of FAA employees. Applies experience and comprehensive knowledge applicable to payroll policies, systems and processing.
Work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion. Resolves all but unique problems without the intervention of higher-level management. Regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution.
Individual and organizational performance is typically reviewed periodically by higher-level management, usually through status reports and organizational performance measures. Has discretion to ensure the alignment of projects/programs with the tactical (short-term) objectives of the major subdivision.
Acts on behalf of the SSC Director during absences.
Performs other duties as assigned.
To qualify for this position at the FV-J (FG/GS-14) level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I (FG/GS-13) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
SPECIALIZED EXPERIENCE includes: experience interpreting and applying HR policies/procedures; leading or overseeing the work of lower-graded staff or teams providing the full range of personnel action processing; experience with HR related systems in data collection/analysis; experience in payroll functions; analyzing performance measures and metrics; and problem solving.
