Crane Aerospace & Electronics is seeking a Buyer Planner III to join our NPI team in Burbank, CA

The NPI (New Product Introduction) Buyer Planner is the Operations representative for new product developments. This position is responsible for facilitating the transition of products from development into production. They will work closely with Business/Program Management, Engineering, Site Leaders, Value Stream Managers, MEs and QEs in the creation of the operations plan for the production readiness reviews.

 

Essential Functions:

Coordinate the NPI/Ops efforts within the Solution.

Support IPT teams for new NPI programs

Determine priorities, remove roadblocks, address engineering issues and ensure actions are completed.

Assist and drive transition to production.

Track and report progress of development builds to the engineering teams

Provide feedback on design for manufacturability to NPI team.

Identify and support the operational lead for each program or own the operational lead requirements based on level of NPI efforts within the solution.

Maintain and report on critical NPI metrics: Track OTD (On-time-delivery) and milestone achievement for NPI programs; Track tasks/action items for completion.

Perform material requirements planning through high interaction/coordination with manufacturing personnel and external suppliers to support the Value Stream

Communicate priorities and schedule changes to Outside Processing Suppliers on a daily basis to support changes in production requirements.

Adept at establishing and maintaining positive working relationships with suppliers; Analyze common supplier problems with help from Leadership, Procurement Specialists and other Buyers to improve Quality, Delivery, and Cost.

Own and drive an inventory action plan to maintain proper inventory levels and achieve turns goals of key production components.

Proficient with the usage of both push and pull-based replenishment systems to improve inventory turns and prevent part shortages.

Monitor supplier orders to assure they are shipped on a timely basis to support the Value Stream

Comfortable with tactical supplier management. Negotiate blanket purchase orders and pursue cost reduction initiatives that eliminate adverse cost increases (PPI/PPV). Improve supplier quality and delivery to fit product mix and needs.  Obtain quotes from suppliers for production material and Outside Processing operations.

Interact with sourcing teams to ensure best practices and greatest leverage in procurement, low-cost region sourcing, supplier assessment & management.

Publish daily shortage report to communicate current delivery information from suppliers.

Resolve invoice discrepancies on a timely basis.

Manage supplier quality through the Non-Conforming Report (NCR) Process; Minimize production impact by ensuring discrepant materials are addressed with Manufacturing Engineering, Procurement Quality, Supervisors and Suppliers 

Work closely with suppliers and Procurement Quality Engineers to resolve Corrective Action Requests (CARs) generated from NCRs.

Obtain Return Merchandise Authorization (RMA), and process return transactions in Oracle (ERP System); Follow Debit Memo process for supplier rework of discrepant materials.

Some experience in facilitation, leadership, and participation in cross-functional projects, “Just Do It” (JDIs), and Kaizen events across the site. Demonstrated ability to drive process improvement as measured by business impact.

Attend Program Meetings including: PDRs and CDRs (Production/Critical Design Reviews); Phase Gate Reviews and Approvals o Program Reviews; Vertical Reviews

Report out to Site Leader and Solution Leader on: Program status related to material and schedule (Cost and Delivery); Primary liaison between product development and manufacturing.

 

Minimum Qualifications:

Experience:to 8 years of experience buying planning in a similar industry or in a manufacturing environment and supply chain experience. Experience buying hardware, prototypes or electronics and strong production planning experience.

Knowledge: In-depth knowledge of the manufacturing process used in the operating unit of assignment; Working knowledge of buying, and ordering procedures; Working knowledge of production planning, material requirements planning and Kanban systems; Working knowledge of computer systems that support production, e.g., inventory control, purchasing, production scheduling and Materials Requirement Planning (MRP)

Skills/Abilities: Well-developed skill in communicating with others; Proficiency in Microsoft Excel and Word and ability to work with Access databases; Ability to coordinate materials and production schedules with multiple teams, solve urgent problems associated with the manufacture of products and document and communicate production outcomes and trends; Ability to perform math and logic computations requiring sequencing of times, critical incidents, and numeric information; Ability to negotiate changes with vendors and manufacturing teams

Education/Certification:  BA or BS degree in Supply Chain, Business, or Materials-related field

Eligibility Requirement: This position requires access to controlled data or information and therefore only US persons will be considered. As a US Department of Defense contractor we are bound by the International Traffic in Arms Regulations (ITAR). 

 

Preferred Qualifications:

Knowledge of Microsoft Project and Oracle is highly preferred. 

Working knowledge of NPI (New Product Introduction) or new product development highly preferred

Salary range: $95,500 to $117,400. Several factors contribute to actual salary, including experience in a similar role or performing comparable job responsibilities, skills, training, and other qualifications.
