Role Introduction

Reports To: Assistant Manager Flight Dispatch (Operations)

To supervise flight planning and Dispatch duties in accordance with Company procedures and work closely with IOC to provide flight watch coverage for day of operation.

To ensure compliance with ICAO and HKCAD regulations in flight tracking, that four-dimensional position reports are received every 15 minutes from airborne company aircraft over Oceanic areas.

Key Responsibilities

  • To ensure flight planning and crew briefing duties are delivered in an effective and efficient manner.
  • To provide general flight watch coverage to minimize flight disruptions caused by ATC restrictions, weather, and NOTAM related advisories by evaluating, recommending, and implementing alternative flight planning and Dispatch solutions.
  • To monitor, in particular, EDTO and TRANSPAC operations to ensure flights operate within legal requirements and payload is optimized through cost-effective route planning.
  • To work closely with IOC, Engineering, Airports, Cargo, and Flight Operations Management to implement cost effective solutions to day-of-operation problems and contribute to the IOC decision making process.
  • To liaise closely with ATC and Meteorological centres around the network for flight plan filing and weather updates for routine and ad hoc situations.
  • To apply overflight clearance with ATC authorities on “day of operations plus 1” for ad hoc flight rerouting and extra sectors.
  • To handle flight crew queries and feedback in a positive, timely and helpful manner. Ensure feedback is channelled through management and corrective action where required implemented.
  • To ensure relevant navigational databases are kept up-to-date with the most current aeronautical and weather information necessary for accurate flight planning purposes.
  • To supervise, mentor, and motivate, Flight Dispatchers and Briefing Officers in the conduct of their duties to ensure a cohesive and positive work environment.
  • To assess Senior Flight Dispatchers, Flight Dispatchers Flight Dispatch Officers and Flight Dispatch Assistants’ proficiency and competency, in accordance with IOSA requirements in carrying out their duties and to keep FDM updated as required
  • To monitor Flight Dispatch workload in times of disruptions and proactively assist and/or redirect resources as necessary.
  • To keep an accurate account of all significant incidents that occur during the shift watch to facilitate a smooth hand over between shifts and for subsequent evaluation by senior management.
  • To support Flight Dispatch management in the daily administration of the section, meetings, conferences, or in ad hoc projects as directed by management.
  • Supervise Notam Deck in shift and stand in duty when Notam Data Controller absent of duty.
  • Keep abreast of knowledge and latest developments in the areas of flight planning and Dispatch methodology, the regulatory environment, and technology.
  • Look for way to implement continuous improvements to work processes, policies, and procedures.
  • Develop a professional and positive attitude towards work and encourage the same from staff through personal action.
  • Arbitrate in a fair and timely manner to ensure timely intervention to prevent staff conflicts from escalating.
  • Ensuring 4D/15 reports from all airborne company aircraft are received, and taking necessary actions to obtain the information when it is unavailable.
    • Contacting relevant Air Traffic Services Units when attempts to locate company aircraft have failed.
    • Communicating with flight crew when aircraft deviate from flight plan routes, ensuring they are not experiencing abnormal issues.
Requirements

Knowledge

  • Full Flight Dispatch training included EDTO, POLAR, NAT and PACIFIC Flight Operations.
  • Good knowledge of Flight Planning system operation, database administration and policy setting.
  • Good knowledge of airline and flight operations.
  • ICAO/FAA Aircraft Dispatcher License is desired but not essential.
  • Good knowledge of Flight Planning system and AIRCOM operation.

Skills

  • Computer literacy Microsoft Office programme (WORDS, EXCEL, VISIO, ACCESS, POWERPOINT).
  • Strong leadership and analytical skills.
  • Good time management skill, organized methodical and systematic approach to problem solving.
  • Excellent command of English (Written and spoken).

Experience

  • 8 years Flight Dispatch Experience or minimum 2 years working experience in Senior Flight Dispatchers position.
  • Good experience in project, change management, establishment of operational policies and procedure.
