Within the CSG, the Human Exploration and Space Flight (HESF) Division supports our NASA customer in all aspects of human space flight. The primary function of this position is to support the International Space Station (ISS) Program Office (PO) Source Evaluation Boards (SEBs) for various contract solicitations. NASA’s ISS is the foundation of human exploration for our Nation and serves a vital role in developing LEO and Cis-lunar capabilities and economies. The function of this open position is to provide leadership and expertise on acquisition activities across ISS procurement initiatives.

This is a fulltime Hybrid position based in Houston that allows for some remote work.

What You’ll Be Doing

  • Serve as the single ISS Program office Source Evaluation Board (SEB) process lead between the program office, the NASA Procurement office and technical leads on major acquisitions and source board activities.
  • Help to refine the Source Evaluation Board process and make it more efficient, consistent, and turnkey
  • Establish an SEB process for the ISS Program that is implemented consistently with each acquisition, regardless of supporting staff changes
  • Serve as a consistent resource to the ISS SEB process
  • In order to establish a consistent approach, you will likely need to:
  • Coordinate with the Office of Procurement, ISS technical leads, ISS PP&C and the COR to ascertain a business rhythm for SEB activities
  • Actively engage in weekly ISS Procurement and Contract Exchange meetings. Document and track actions.
  • Coordinate with the ISS Configuration and Data management team as needed for contract related documentation and products
  • Maintain the library of all records of contract correspondence to include emails, memorandums, attachments, technical evaluations, etc. and create an online database that can be leveraged
  • Support resolution of Data Requirements Description (DRD) comments as needed including: facilitating meetings, taking notes, capturing actions, developing associated presentations, etc.
  • For solicitation packages (e.g. not per contract), support the development of ISS Program Contract Options solicitations including contract documentation development and maintenance.
  • Leverage procurement and process best practices

This position is available as a Project Engineer or Senior Project Engineer

Minimum Requirements

What You Need to be Successful

Project Engineer

  • A bachelor’s degree from an accredited program in a technical discipline- stem needed
  • 6+ years’ experience working across government programs, both developmental and operational
  • Proficiency in the use of SharePoint
  • Ability to create SharePoint lists and forms, and be able to customize each list with managed permissions
  • Working with a technical Data Specialist, create PowerApps, Power Automate, and Power BI connected to SharePoint lists in order to collect data
  • Working with a technical Data Specialist, also work alongside the customer to user-test each iteration of the SharePoint-based bid evaluation tool for each source board
  • Strong written and verbal communication skills
  • Independent and self-motivated; proactive ability to learn on the job and serve as the primary interface to the customer
  • Ability to work within a team environment, where the team is distributed across multiple NASA Organizations, Projects and Programs
  • Excellent computer and configuration management skills
  • Exceptional interpersonal skills and the ability to identify and communicate concerns to leadership in a diplomatic manner
  • This position may require the ability to obtain and maintain a security clearance, which is issued by the US government. U.S citizenship is required to obtain a security clearance.

Senior Project Engineer

Same requirements as a Project Engineer noted above, in addition to:

  • An advanced degree from an accredited program in a technical discipline
  • 10+ years’ experience working across government programs, both developmental and operational

  • 8+ years’ experience within NASA and the ISS Program and/or NASA Procurement
  • Deep knowledge of the ISS program and processes
  • Strong understanding of government procurement and inherently governmental functions
