The incumbent manages and directs the highly technical multi-layered workforce found in numerous Federal Aviation Administration (FAA) air traffic facilities of varying size and complexity in a specific area. He/she has line authority for overseeing and directing air traffic operations within his/her assigned area and serves as first level supervisor for Assistant General Managers and Air Traffic Managers. The incumbent makes selections for all Air Traffic Manager positions in his/her assigned area and exercises operational authority over Federal Contract Towers located in their respective are. The incumbent also serves as the second level supervisor for the area office immediate staff and facility Operations Managers. This is a manager position responsible for planning and directing multiple activities and programs in a complex matrix organization within an assigned area. He/she provides a single point of contact between the field facilities in his/her Area, the Deputy Director of System Operations, the Director of Operations, Regional Offices, Service Area Offices, Vice President for Terminal Services and the customer community. He/she provides a seamless source of information through 24-hour availability regardless of the issue or magnitude of concern and provides a consistent response to the aviation community on significant operational issues that arise in his/ her assigned Area. This position serves as a General Manager (GM) of one of 22 Districts in the Air Traffic Organization (ATO), Air Traffic Services (AJT), Eastern, Central or Western Service Areas. The GM oversees and directs a highly technical workforce in a complex, multi-disciplined organization responsible for the safe, efficient, and structured movement of aircraft within the National Airspace System (NAS). The GM applies extensive technical expertise in NAS systems, equipment and procedures to coordinate air traffic operations, technical workforce found in specific districts consisting of numerous air traffic facilities of varying size, type, and complexity. The GM applies in-depth technical knowledge of NAS equipment, systems, processes and procedures to serve as the expert and focal point for all facility operations in the District. The GM serves as a single point of contact between district field facilities, senior ATO management and the customer community. Utilizes skill and expertise applying program/project management principles to achieve operational goals and lead strategic planning and integrated consensus building across ATO Service Units. The GM is also responsible for inter-agency coordination to ensure successful integration and modernization of the NAS. The GM applies skill and experience integrating facility program operations to advocate the tactical and strategic use of concepts and technologies that advance the goals of the ATO and the Federal Aviation Administration (FAA). Develops standards, systems, procedures and techniques to improve air traffic services within the district. Continually reviews, refines and recommends major improvements to operational projects and programs to make sure that they are aligned with long term and short term ATO and FAA goals, objectives and plans. Applies experience leading a large, complex mission-oriented safety organization and develops objectives for and aligns the work of subordinate technical organizations. The GM oversees a complex district operation that is critical to maintaining safety oversight and directly impacts the safe and efficient operation of the NAS. The GM also oversees a large, geographically dispersed matrix organization responsible for delivery of support and administrative services to all en route and terminal facilities within the district and integrates the budget planning processes for projects and programs in excel of $100M.

The GM direct reports include AGM, ATM, DEA and TMO. The districts organizational structure includes Levels of subordinate management officials. The GM exercises the full range of managerial and leadership responsibilities essential to the efficiency of a matrix organization. Actively promotes, supports, and participates in the FAA's Equal Employment Opportunity and Diversity Programs. Maintains contacts both internal and external to the district, including senior management, union representatives, services center personnel, members of the state, local and federal government, foreign government aviation officials, general public, representatives of the aviation industry and military, to facilitate resolution of air traffic operational and technical program issues. Resolves high-level safety issues in operational and decision-making meetings involving safety, quality assurances and quality control issues within the ATO. Frequently represents the FAA on inter-agency/industry committees and national and international groups that develop, monitor and evaluate district programs and operations. Approves leave prepares schedules for completion of work; assigns work to direct reports based on priorities. Evaluates work performance of subordinates ensuring equity of performance standards and ratings; gives advice on work and on administrative matters; makes decisions on work problems presented by subordinates; hears and recommends/approves selections and transfers; recommends awards or bonuses; approves expenses for overtime, equipment, and personnel; and identifies and arranges for developmental and other training needs of subordinates. Defines, acquires and allocates budget, staff and other resources to accomplish objectives that impact multiple organizational units/ projects/programs and across multiple functions and/or disciplines. Leads and integrates both short-term and long-term future needs through the budget planning process. Communicates and reinforces diversity and EEO policies and programs in all areas of responsibility, including selection, training and transfers. Supports and participates in the labor-management partnership process and fosters a work environment where all employees are treated in a fair and equitable manner.
MINIMUM QUALIFICATIONS REQUIRED
To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-K, FG/GS-15 level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
Specialized experience for this position:
Experience applying program/project management principles to achieve aviation and safety operational goals and lead strategic planning, facility planning and integrated consensus building across ATO Service Units.
