Summary
The Internal Evaluation Program (IEP) Evaluator II is responsible to the Manager of IEP for conducting objective and independent assessments of operational, safety, and technical processes at Allegiant Air. This role conducts evaluations of all operational areas and various support functions to identify areas of risk and actual or potential non-compliance with federal regulations & company requirements. The IEP Evaluator II collaborates with all levels of Allegiant management, conducts risk-based scheduled and special evaluations, and works with management to develop effective risk management solutions, improve operational safety assurance components, and helps to develop effective Corrective Action Plans (CAPs) to resolve evaluation non-conformances.

Minimum Requirements
Combination of Education and Experience will be considered. Must be authorized to work in the US as defined by the Immigration Act of 1986. Must pass a Criminal Background Check.
Education:  Bachelor’s Degree
Education Details:  
Degree in Aviation, Safety, Business, Risk Management, or a related field.
Certification:  Yes
Certification Details:  
FAA Airman Certificate as an Aircraft Dispatcher, Commercial Pilot, Airline Transport Pilot (ATP) or A&P Mechanic.
Years of Experience:  
•Minimum three (3) years of experience with a Part 121 air carrier, Part 135 air carrier, aviation provider or contractor, military experience, or a combination thereof.
•For Flight Attendants, experience and certifications may be substituted with 10 Years of experience as a Flight Attendant and the individual must hold a Flight Attendant Certificate of Demonstrated Proficiency for Group 2 aircraft.
•A master’s degree in a related field may substitute for 2 years of relevant experience.

Preferred Requirements
•Three years of experience in Part 121 Air Carrier Management.
•Strong understanding of 14 CFR Part 5, Safety Management Systems (SMS).
•Strong understanding of risk-based auditing techniques.
•Previous experience as a lead auditor or investigator in charge.
•Working knowledge of IOSA Standards and Recommended Practices (ISARPs).
•Work experience in 14 CFR 121 air carrier operations; flight operations, dispatch, stations, training, quality control, maintenance, safety, or a combination thereof.
•Previous experience maintaining and enhancing corporate safety standards and safe operational practices.
•Certified Quality Auditor (CQA).
•Master’s degree in aviation safety, risk management, or a related field.

Job Duties
•Performs risk-based scheduled and special evaluation on operational elements within Allegiant in Flight Operations, Stations, Maintenance, Inflight, OCC/Dispatch, Records, Safety, and other areas to identify areas of risk, and actual or potential non-compliance with federal regulations, foreign regulations, and company requirements.
•Works largely independently with limited direction to research, plan, perform, and outbrief evaluations involving company programs and personnel.
•Collects objective and verifiable evidence to substantiate raised non-conformances.
•Prepares evaluation reports on operational areas for all levels of Allegiant Management.
•Works with department leadership and process owners to conduct effective root cause analysis on non-conformances and develop effective Corrective Action Plans (CAPs).
•Monitors the implementation and effectiveness of CAPs.
•Performs follow-up evaluations on CAPs to ensure their implementation and continued effectiveness.
•Maintains and updates Internal Evaluation Program (IEP) files in airSMS.
•Applies knowledge of risk-based audit & evaluation principles to target areas requiring a more substantial level of oversight.
•Conducts and assists with the conduct of audits on codeshare, substitute scheduled service, and other external partners as directed by the Manager of IEP.
•Utilizes skills in project management to perform special duties related to external audits (DoD, IOSA, etc).
•Performs special projects, audits, evaluations, and reviews of new system validations, fleets, station locations, whistle-blower investigations, external investigations, and corporate compliance investigations.
•Promotes and embody Allegiant’s commitment to safety with Team Members, vendors, regulators, and the travelling public.
•Travel, including international, may be required up to 30% of the time.
•May be required be operate a motor vehicle in an airport environment, during hazardous weather conditions, or drive significant distances during station and vendor evaluations.
•Model Allegiant’s customer service standards in personal actions and when providing direction.
•Other duties as assigned.

Office - While performing the duties of this job, the Team Member is regularly required to stand, sit, talk, hear, see, reach, stoop, kneel, and use hands and fingers to operate a computer, key board, printer, and phone. May be required to lift, push, pull, or carry up to 20 lbs. May be required to work various shifts/days in a 24-hour situation. Regular attendance is a requirement of the role. Exposure to moderate noise (i.e. business office with computers, phones, printers, and foot traffic), temperature and light fluctuations. Ability to work in a confined area as well as the ability to sit at a computer terminal for an extended period of time. Some travel may be a requirement of the role.
