Key Responsibilities

Responsible for maximizing payload available for commercial sale through fully optimized aircraft performance, weight and balance, and Minimum Equipment List/Electronic Logbook systems. Authority and responsibilities for development and management of the Performance Engineering Program, including Aircraft Weight and Balance. Primary technical responsibility for feasibility analysis of new markets (or existing markets with new equipment) in support of Network Planning. Ensure flight planning and weight and balance systems confirm to manufacturers and regulatory specifications. Administers Company Held Seat program. Advises Fleet Planning on New Aircraft Performance considerations. Oversees development and implementation of company Minimum Equipment List and Electronic Logbook development and interface to flight planning. Oversees New Market development in coordination with Network Planning, and optimized route development through participation in industry and national Civil Aviation Authority meetings. Participates in Aviation Cooperative Programs worldwide and supports charter department work.

Aircraft Performance And Analysis Monitoring Programs

  • Weight and balance control and system development.
  • Recommend engineering modifications aimed at achieving fuel synergies.
  • Special programs development and management: Providing direct interface for the Extended-range Twin-engine Operational Performance Standards (ETOPS) Committee.
  • Design and analyze area navigation approaches and required navigation procedures.
  • Technical data in support of Aircraft Flight Manuals.
  • Development of flight planning system requirements, and evaluation of system modifications and alterations.
  • Support of Charter department including route analysis, takeoff weight calculation, and special requirements
  • Support of Civilian Reserve Air Fleet program
  • Administer Held Seats program.
  • Develop/evaluate new tools to improve efficiency, safety, and legal compliance of aircraft performance and weight and balance programs.

Regulatory And Industry Coordination

  • Coordinating with national and local governments to obtain foreign operating permits.
  • Coordinating the Aviation Cooperation Program (ACP) to further UA’s presence and needs with foreign regulatory agencies.
  • Participating in relevant rulemaking.
  • Evaluating and publishing relevant Notice to Airmen (NOTAMS) / Company NOTAMS.
  • Responsible for auditing and authorizing disbursement of funds for global air navigation services
  • Responsible for maintaining United Airlines Fleet Declaration to be used by various departments in support of worldwide operations.
  • Work with FAA and other governing bodies to ensure proper safety procedures and develop appropriate responses to regulatory audits.

Evaluation of International and Domestic Routes, Airports, New Market Analysis, and support of Operations Specifications:

  • Route and aircraft suitability studies/change coordination for existing and start-up markets.
  • Support of Fleet management aircraft evaluations and selection
  • Strategic planning coordination for commercial operations.
  • Support the creation and development of new routes across the globe to improve operational efficiency.
  • Support of Operations Specifications team in ensuring airport, Weight and Balance, and passenger and bag survey accountability, and other tasks as required.
  • Ensuring department personnel are familiar with the Operation Specifications

Management of Minimum Equipment List and Electronic Logbook applications

  • Develop integrated MEL/ELB program data to support companywide requirements.
  • Development of Minimum Equipment List Performance Penalties for Flight Planning System
  • Support and Coordinate MEL issues.

Leadership And Managerial Responsibilities

  • Lead and develop a staff of 20 employees.
  • Responsible for employee status changes, performance reviews and employee records.
  • Responsible for the department budget.

Qualifications

What’s needed to succeed (Minimum Qualifications):

  • Bachelor's degree (Engineering/BBA, or equivalent experience (5+ years Airline Operational experience)
  • 2+ years’ experience leading efforts of technical engineering group
  • Technical Expertise as it pertains to using commercial aircraft related to airline business operations. Expertise in Aircraft Performance

What will help you propel from the pack (Preferred Qualifications):

  • BS Aeronautical Engineering/MS/MBA Business Operations/Logistics and excellent knowledge of computer systems
  • 5+ years’ experience leading efforts of technical engineering group
  • 2+ years’ experience analyzing markets for an airline.
  • Boeing/Airbus general and specific performance classes.
  • Private Pilot or other aviation certification involving flight planning.
