Northrop Grumman's Chief Data Office is seeking a Data Governance Analyst (Level 2) or Principal Data Governance Analyst (Level 3) for the growing Data Governance program. The Data Governance professionals will be members of the Information Architecture and Governance (IAG) organization within the Chief Data Office and will be involved in many facets of establishing and running an enterprise data governance program. In this role you will support the strategy, design, development, and execution of enterprise data governance capabilities into data processes, policies, architecture, systems, and tools. You will help define the data framework that supports cataloging, securing, cleansing, and enriching enterprise data assets.

The successful candidate will be self-motivated, excited about taking on a variety of challenges, and is passionate about the critical role data governance plays within a data driven organization.

This includes the development of corporate level data standards, Principles and Operating Practices (PrOP) and data policies. This includes regular engagement with leaders across the enterprise including executives and coordination with data owners, data product owners and data stewards to manage data elements, metadata, and processes to drive consistent data governance, data classification, and data quality across the enterprise so that data consumers and producers can find, securely access, and use data more effectively and confidently.

This role will include regular engagement with leaders across the enterprise including corporate executives and requires sound business judgment, team leadership and relationship building poise. The successful candidate will also have strong executive presence, strong attention to detail, and be an effective communicator while presenting to leaders as a translator of complex technical concepts to business value.

This position will be based out of the Falls Church Corporate office; however, we will consider fulltime, virtual/telecommuter candidates. Teleworking arrangements are subject to change based on the needs of the business.

Some travel may be required to engage key stakeholders in the stakeholder management, system design and implementation process.

Responsibilities Include But Are Not Limited To

  • Support the information and data governance strategy, framework, and architecture design:
    • Leverage a data domain driven design approach to engage with enterprise stakeholders to apply governance approaches against prioritized use cases.
    • Create, refresh, communicate and implement information and data governance strategy, frameworks, operating models, and concepts including a federated engagement model.
    • Create, refresh, communicate and implement enterprise data management concepts such as data governance, data quality, master data management, metadata management and lifecycle management.
    • Create and implement enterprise data standards and data policies.
    • Support and lead elements of the design, development, implementation and evolution of a long-term enterprise data management and governance program.
    • Embed and automate data management concepts into the technology landscape, processes, and design principles.
    • Participate in the selection, gap analysis, configuration, and implementation for embedding data governance standards and policies into technology solutions, including data catalog and lineage, dictionary, and business glossaries.
  • Support the information and data governance engagement and implementation operations across the organization:
    • Create partnerships with data authorities and other stakeholders to build data governance advocacy.
    • Triage and respond to requests for information governance guidance and support.
    • Support the execution of a federated model, data quality strategy, and metadata management strategy.
    • Support development of data knowledgebase (guidance, information, best practices, handbooks, guides, non-mandatory forms) for review through a standards process
    • Build productive working relationships with the federated data governance groups within the company providing tools, capabilities, and frameworks to evolve the maturity of those federated working groups.
    • Collaborate with sector and functional information governance organizations to flow down information standards and data policies.
    • Support identification and prioritization of data domain groups formed to make enterprise-wide decisions on data.
    • Work closely with business partners, process owners, data stewards (producers/consumers), to ensure that enterprise governance processes are followed for their respective domain/process.
    • Supply input and deliver education and training on data governance concepts, standards, guidelines, and processes to scale enterprise data literacy.
    • Ensure policies and controls are properly defined, communicated, and implemented to manage proper use of critical data assets.
  • Support the Enterprise Information Governance Board operations:
    • Support the intake, triage and backlog of use case requests that are enterprise value for review by the Enterprise Information Governance Board
    • Support the development of enterprise-wide information and data policies, procedures, and operating practices for case review by the Enterprise Information Governance Board
    • Develop overall recommendations for governance use cases to create business value by working with subject matter experts, business leaders, technical stakeholders and IAG leadership.
    • Present enterprise use cases to Enterprise Information Governance Board and respond to Q&A from senior executives.
    • Act with a sense of urgency to anticipate and manage the materials, data and presentation needs for upcoming executive meetings and events.
    • Support the implementation planning and execution of Enterprise Information Governance Board decisions across the enterprise.
Basic Qualifications:

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:

  • Level 2 - Bachelor's degree from an accredited university and 3 years of related experience or 1 years with a master's degree
  • Level 3 - Bachelor's degree from an accredited university and 6 years of related experience or 4 years with a master's degree
  • Strong understanding and proven experience using data domain driven design to embed into governance strategy and processes.
  • Strong understanding and proven experience of information and data governance strategy, frameworks, operating models, and concepts
  • Strong understanding of Enterprise Information Management, Data Governance, Data Quality, Master Data Management technology landscape, processes, and design principles
  • Demonstrated experience in the development of enterprise data standards and data policies.
  • Ability to be able to manage changing priorities and priorities from multiple stakeholders.
  • Ability to influence at all organizational levels.
  • Strong oral and written communication skills
  • Experience making and delivering executive presentations.
  • Ability to work collaboratively with diverse groups of stakeholders.
  • Strong business acumen to make sound judgments on sensitive topics with broad implications.
  • Ability to obtain a DOD Secret clearance.

Preferred Qualifications:

Candidates with some of these desired skills will be given preferential consideration:

  • Experience in data mapping, data flow (lineage and transformation logic) documentation, data dictionary, and other data governance and master data management documentation.
  • Experience implementing data governance, data catalogs and data catalog platforms, and/or data privacy.
  • Experience with data regulations, policy approaches and ability to articulate them into actionable controls.
  • Experience in metadata management (data classifications, data tagging, glossary, and data lineage)
  • Demonstrated experience with one or more major commercial metadata data catalog platforms such as Collibra, Alation, Informatica AXON, IBM Information Governance Center, Azure Data Catalog
  • Strong understanding of data, data analytics, and data systems
  • Experience with Aerospace and/or Defense Industry Experience
  • Experience with Agile development and methodologies.
  • Demonstrated experience in a management consulting and/or customer facing, fast paced, dynamic role.

Salary Range: $72,100 - $108,100

Salary Range 2: $88,600 - $133,000

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
