Purpose of Position

The Talent Acquisition Manager will be responsible for the execution and delivery of recruiting services for the Talent Acquisition team. This key role will lead an agile team of recruiters who support full life-cycle recruiting and staffing initiatives for our clients. The Talent Acquisition Manager will lead a team to support surge recruiting activity and strategic imperatives. This key leader will work in conjunction with business leaders to create an execution strategy geared to increase hires and drive measurable impact.

Tasks And Responsibilities

  • Develops, implements and administers full-cycle Talent Acquisition methodologies, policies and procedures. Implements and refines appropriate candidate screening techniques and tools to ensure fully accurate continually and informed hiring decisions. Develops and maintains strong consultative relationships with customer groups to establish recruiting strategy and execution by delivering qualified, diverse candidate slates. Continuous improvement in the customer experience with customers broadly defined as candidates, new hires, hiring managers, Human Resource partners and outside recruiters.
  • Coaches and fosters a collaborative Talent Acquisition team that engages in active and creative recruitment sourcing strategies versus reliance on traditional online candidate job boards. Strategies may include but are not limited to: social media networking (LinkedIn, Twitter, Facebook, etc.), developing relationships with education institutions, professional organizations and military transition assistance groups.
  • Actively sources candidates and develops a Talent Acquisition department that is flexible enough to quickly respond to the ever-changing priorities, adapting and applying new approaches to different scenarios. Collaborates and communicates extensively with Business Unit Heads and Operations team members to tailor recruitment strategies based on productivity and success metrics to identify and attract a diverse slate of top-caliber candidates.
  • Monitors the Talent Acquisition workflow and provides direction for prioritizing requisitions to ensure attainment of service level expectations. Allocates resources between funded and proposal requisitions to ensure an equitable workload. Oversees applicant tracking system. Ensures proper training of staff, clarity of roles, responsibilities and processes. Provides direction on capitalizing on system capabilities to streamline efforts and ensure efficiency.
  • Manages Talent Acquisition related budget areas such as vendor contracts, placement fees, temporary staffing costs, employee referral program, etc. Negotiates fees with vendors, reviewing contracts and identifying costs saving opportunities.
  • Develops training for Hiring Managers, ensuring that they stay current on best recruitment practices and changes to employment laws that may impact the recruitment process.

  • 5+ years of full-life cycle recruiting experience. Requires 5+ years of experience in a leadership/supervisory role and leading recruiting initiatives.
  • Experience in staffing for professional, administrative and management positions with at least 4 years of experience rapidly sourcing candidates.
  • Experience reviewing and analyzing recruiting metrics to assess the effectiveness of recruiting efforts and assist in managing recruiters.
  • Highly proficient with ATS and HCM systems.
  • Proficient with Microsoft Office Suite applications including Word, Excel, PowerPoint, and Outlook; including the use of these tools to create recruiting campaigns.
  • Possession of excellent verbal and written communication skills, and ability to promptly and cogently communicate with candidates, team members, and recruiting partners.
  • Possession of strong interpersonal skills, and proven ability to candidate-source and build networks across a wide and disparate variety of professional fields.
  • Capacity and desire to learn, and maintain a working knowledge of, employment rules and regulations to help ensure compliance with federal, state, and local laws.
  • Ability to build and implement creative approaches to problem-solving and develop innovative frameworks for organizing work, identifying and collecting key data, and evaluating ideas.
