The Air Force Civilian Service (AFCS) is looking for a full-time Chief, GIISR Special Mission Branch, GG-0343-14 located at Capability-Based Planning Division, Joint Base Langley-Eustis, Hampton, VA.

This position is a Defense Civilian Intelligence Personnel System (DCIPS) position aligned under authorities of Section 1601, Chapter 83 of Title 10, United States Code and DoD Instruction 1400.25-V2007.
Qualifications:
In this position, you will lead the Special Mission Branch of the Capability Based Planning Division within Headquarters, Air Combat Command. The incumbent will supervise a team of ~6 military/civilian and contract personnel, to include geographically- separated personnel embedded within other government agencies. The branch is responsible for delivering advanced sensing capabilities in order to satisfy Department of the Air Force, joint force, and National requirements for competition and conflict. To do so, the branch leads and participates in projects spanning the totality of capability development, including—but not limited to—directing studies, generating/codifying requirements, coordinating with stakeholders, and integrating system-of-systems solutions across the staff. Additionally, the branch has significant routine interactions across the intelligence community, including, but not limited to NSA, NGA, and NRO
- Must be a U.S. Citizen
- Must be able to obtain/maintain a Top Secret/SCI clearance
- A non-disclosure agreement must be signed
- This position is designated by the Air Force as a testing designated position under the Air Force Civilian Drug Testing Program and is subject to random drug testing
- Knowledge, ability, and expertise with ISR functions, platforms, and capabilities at the strategic, operational, and tactical level.
- Knowledge of the full range of planning, programming, budgeting, and execution principles and techniques from an Air Force and/or MAJCOM level. Expertise and experience in requirements and capability development to include JCIDS processes, Analysis of Alternatives and Rapid Requirements processes and documentation.
- Knowledge of the mission, roles, functions, organizational structures, and operation of National, DOD, and Air Force organizations to provide command level staff guidance on various management programs and issues.
- Knowledge of safety and security regulations, practices, and procedures. Ability to apply laws, executive orders, regulations, policies, and concepts pertaining to military and civilian personnel programs.
- Knowledge and experience in managing Special Access Program facilities, information technology, and security requirements and regulations.
- Candidates should possess expertise in SIGINT and GEOINT sensors and processing architectures.
- Candidates should possess experience working space sensor research/development, acquisition and/or operations within the NRO, NSA, industry and/or R&D centers.
