Role Introduction
Reports to: Head of Procurement – Centre of Excellence
The Procurement COE team is responsible for establishing and promoting best practices, driving standardisation, and identifies areas of continuous improvement of the S2P process across the procurement function. In addition to driving discipline and efficiency across the organisation, this individual will also enable knowledge / capability management and provide support to the category team on strategic procurement best practices.
The primary purpose of the role is to support the Head of Procurement COE in driving procurement excellence in the source-to-contract (S2C) process across the organisation.
This person is accountable for the establishment / implementation of the procurement policies, procedures, processes via continuous improvements for allowing the Procurement function to provide the best-in-class procurement services.
Key Responsibilities
- Define, optimize, and drive the adoption of the end-to-end S2C process via continuous improvement initiatives to enhance efficiency and effectiveness of the end-to-end processes.
- Oversee the S2C process, including sourcing, contract management, supplier performance evaluation, and risk management.
- Facilitate alignment of the S2C processes across headquarters and outports to strengthen compliance with global standards and regulations.
- Work with category teams and leadership team to develop and regularly update the procurement policy & procedure, and SOP for procurement operations.
- Work with Compliance & Performance, and Operations teams to continuously identify process optimisations.
- Drive the execution of strategic initiatives developed by the S2P governance committee (e.g., process improvement and technology implementation)
- Establish performance metrics including Key Performance Indicators (KPIs) and Service Level Agreements (SLAs) to measure category teams and suppliers’ performance across the S2C processes.
- Work with change management team to develop training content.
- Provide training to all procurement teammates and related stakeholders.
- Other tasks as assigned.
Requirements
- Degree holder in Business Administration, Procurement, or a related discipline, with professional certifications such as CIPS are advantageous.
- Proven experience (5+ years) in procurement transformation and process improvement related to end-to-end S2C process.
- Deep understanding of the overall S2C process and best practices.
- Expert in strategy formulation and implementation, process development / reengineering and continuous improvement with proven track record of successfully leading global process improvement projects.
- Familiarity with relevant documentations (i.e., policies and SOPs), technologies, and tools used in sourcing and contracting processes management.
- Knowledge of ERP and Procurement systems such as SAP, Ariba, Coupa, Oracle is preferred.
- Analytical mindset with the ability to derive actionable insights and leverage them to drive decision-making.
- Knowledge of methodologies to drive continuous process improvement.
- Good understanding of sourcing and contracting processes risks and mitigation strategies.
- Knowledge of how to measure process performance by setting appropriate KPIs.
- Good stakeholder management and interpersonal skills are essential.
- Self-starter with a ‘can do’ attitude, attention to detail, and ability to drive results independently.
- Strong decision-making skills.
- Excellent communication, influencing and presentation skills, especially to management and other diverse stakeholders.
