Reporting to the Director, Regulatory & Compliance, the Senior Manager Fatigue Risk Management Programs is accountable for the overall management and strategy of the Flight Operations Fatigue Risk Management Programs.
The incumbent will oversee the FRM team tasked with delivering a comprehensive Fatigue Risk Management System in accordance with the Canadian Aviation Regulations and International Standards for Fatigue Management in support of branch safety and efficiency objectives.
Responsibilities:
- Accountable to the Director Regulatory & Compliance for the overall Fatigue Management strategy for flight operations including the implementation and management of the Fatigue Risk Management Plan (FRMP) and Fatigue Risk Management System (FRMS).
- Oversight of FRM Staff including the Manager, Fatigue Risk Management Program and developing the resourcing/staffing strategy to support the FRMS.
- Developing the strategies required to ensure the FRMS contributes to and aligns with the Flight Crew staffing plan in cooperation with Crew Resource with the objective of ensuring safety
- Developing and managing the Safety Performance Indicators of the FRMS program and reporting to Senior Management on the ongoing performance of the FRMS.
- Managing, on behalf of Air Canada, relationships with key Transport Canada departments with respect to Flight & Duty Time and FRMS Regulations.
- As a Subject Matter Expert, influence domestic and international rulemaking initiative to help shape domestic and global policies, regulations and standards related to Fatigue Risk Management Systems and Flight & Duty Time limits.
- Represent Air Canada at international Fatigue Risk Management forums and industry working groups as a subject matter expert on Fatigue Risk Management.
- Act as an SME and Direct FRMS development within other branches of Air Canada as requested/directed by the Director Regulatory & Compliance.
- Oversight and management of the departmental budget including development of Capital Budget, Requests For Proposal and oversight of 3rd party service provider expenses.
- Lead Fatigue Risk Management initiatives on behalf of the branch that encourage operational efficiency, promote safety and engagement of Flight Crew in the program.
- Manage the Fatigue Safety Action Group and ensure it’s members are engaged in the program in accordance with their responsibilities as outlined in the Fatigue Risk Management Manual.
- Oversee the development of Fatigue Risk Management Policies and Procedures on behalf of the branch.
- Act as an SME for and engage with ALPA Safety Group to ensure Flight Crew Member engagement, and participation in the FRMS program.
- Lead all FRMS initiatives including development and oversight of management of regulatory Notices of Intent, and Safety Cases.
- Lead the development and management of Fatigue Risk Management Studies including development of scope, criteria and ensuring successful implementation.
- Provide strategic direction and cross-branch support on future route proposals as they relate to FRMS and regulatory Flight & Duty limitations.
Qualifications
- College degree, preferably in Aviation, science or engineering field, a master’s degree in aviation science or management is preferred.
- An in-depth knowledge of Transport Canada regulations and standards as related to all aspects of Safety Management Systems (SMS) as a (705) Operator.
- Hold two years of FRMS/FRMP experience having served as a Fatigue Risk Manager at a major carrier.
- Understand and have management capabilities for modern FRMS software and tools, including AlertSafe.
- Similar foreign regulatory agencies SMS regulation and requirements an asset.
- Knowledge of International Civil Aviation Accreditation in Quality Auditing and Quality Management (ASQ, CQMgr, CQA, CQE, CQT) or equivalent (e.g., IOSA Auditor or Evaluator) is an asset.
- Strong task prioritization skills, capable of independent strategic thinking and planning.
- Proven project management and analytical skills are required.
- Ability to handle numerous projects at one time and meet deadlines.
- Ability to engage effectively with labour groups and international partners.
