The Director Safety Management is the Safety Manager for the AOC organization in accordance with EASA ORO.GEN.200. He/she is appointed by the Accountable Manager and must be acceptable to the Competent Authority.
He/she promotes the DHA Safety Policy and Objectives in order to enhance safety awareness and to ensure that the prevention of aircraft accidents is subject to adequate attention throughout all divisions and departments at DHA.
He/she has access to all the departments at all levels and ensures a safety system is in place including safety promotion, safety assurance, safety reporting and risk management.
YOUR TASKS:
·Acts as the focal point and is responsible for the development, administration and maintenance of an effective Safety Management System (SMS) and Fatigue Risk Management System (FRMS) according to AIR OPS, AIR CREW and IOSA Standards including provision of required software applications
·Facilitates hazard identification, risk analysis and management;
·Monitors the implementation of actions taken to mitigate risks, as listed in the safety action plan;
·Monitors, analyzes and provides periodic reports on safety performance;
·Ensures maintenance of safety management documentation;
·Ensures that there is a safety management training available and that it meets applicable standards;
·Provides advice on safety matters;
·Performs or delegates initiation and follow-up of internal occurrence/accident investigations;
·Maintains the safety database incl. hazard/ risk register
·Coordinates the company occurrence reporting system
·Ensures that mandatory reports are provided to the Competent Authority and root causes are identified and rectified
·Supports and maintains a “Just Culture” together with operational managers to encourage staff to report high quality safety information without fear or recrimination
·Supervises the Flight Data Monitoring (FDM) programs
·Manages and leads the safety committee meetings (Safety Action Groups – SAG’s, Safety Review Board – SRB and Fatigue Review Board)
·Maintains the company Emergency Response Plan in conjunction with DHL Network Control Group
·Regularly organizes aircraft emergency response exercises to check and improve the system
·Liaises with customers, Austro Control/EASA/OEM’s and other external bodies as may be appropriate on matters related to Safety
·Ensures the non-compliances, non-conformities and/or observations raised within audits (e.g. IOSA) related to safety are addressed and are integral part of the continuous improvement process
·Establishes SPIs in cooperation with Nominated Persons
·Ensures safety promotion and communication in coordination with Nominated Persons and the complete SMT, including strategic input
·Performs or delegates fatigue awareness training
·Facilitates risk evaluations and assessments
·Supports the peer support program implementation,
·maintenance and promotion
·Regularly reviews and revises ASM Part II
Air Operations:
The safety manager as defined under AMC1 ORO.GEN.200(a)(1) is expected to support, facilitate and lead the implementation and maintenance of the safety management system, fostering an organizational culture for an effective safety management, risk management and occurrence reporting. The competencies for a safety manager should thus include, but not be limited to, the following:
·Knowledge of:
oICAO standards and European requirements and provisions on safety management;
obasic safety investigation techniques; and
ohuman factors in aviation.
·Relevant and documented work experience, preferably in a comparable position, in:
omanagement systems including compliance monitoring systems and safety management;
orisk management; and
othe operations of the organization.
·Other suitable competencies

ointerpersonal, influencing and leadership skills;
ooral and written communication skills;
odata management, analytical and problem-solving skills;
oprofessional integrity.
·A sound understanding of aircraft maintenance and organizational requirements for aircraft safety, security, quality, airworthiness and general airline operations
·Practical experience and expertise with regard to the operation and maintenance of aircraft and in the application of safe operating practices.
Part-CAMO:
Persons or group of persons nominated in accordance with points CAMO.A.305(a) and CAMO.A.305(b) should have:
·Practical experience and expertise in the application of aviation safety standards and safe operating practices;
·a comprehensive knowledge of:
orelevant parts of operational requirements and procedure
othe AOC holder's operations specifications when applicable;
othe need for, and content of, the relevant parts of the AOC holder's operations manual when applicable.
·knowledge of:
oHF principles;
osafety management systems based on the EU management system requirements (including compliance monitoring) and ICAO Annex 19.
·5 years of relevant work experience, of which at least 2 years should be from the aeronautical industry in an appropriate position;
·a relevant engineering degree or an aircraft maintenance technician qualification with additional education that is acceptable to the competent authority.
‘Relevant engineering degree’ means an engineering degree from aeronautical, mechanical, electrical, electronic, avionic or other studies that are relevant to the maintenance and/or continuing airworthiness of aircraft/aircraft components;
The above recommendation may be replaced by 5 years of experience in addition to those already recommended by paragraph above. These 5 years should cover an appropriate combination
Of experience in tasks related to aircraft maintenance and/or continuing airworthiness management and/or surveillance of such tasks;
·thorough knowledge of the organization’s CAME;
·knowledge of a relevant sample of the type(s) of aircraft gained through a formalized training course.
These courses should be at least at a level equivalent to Part-66 Appendix III Level 1 General Familiarization and could be provided by a Part-147 organization, by the manufacturer, or by any other organization accepted by the competent authority.
‘Relevant sample’ means that these courses should cover typical aircraft and aircraft systems that are within the scope of work.
