The Compliance Monitoring Manager reports to the Accountable Manager and is responsible for the compliance monitoring function and for requesting remedial actions.

The accepted person shall possess the following:
i. relevant knowledge i.a.w.AMC1 CAMO.A.305(c) (a) to (i), background and satisfactory
experience related to aircraft continuing airworthiness management and demonstrate a
working knowledge of the relevant regulations; and
ii. relevant knowledge and experience of UK (EU) 965/2012 operator requirements for Air
Operations and the relevant training i.a.w AMC1 ORO.GEN.200(a)(6)(e).
The Compliance Monitoring Manager will:
- Ensure that allocation of time and resources for training in relation to compliance monitoring is tailored of time and resources to Norse Atlantic’s size and complexity as indicated in MSM section 3.3.2.
- Ensure the Compliance Monitoring Program is properly implemented, maintained and continually reviewed and improved.
- Chair regular compliance meetings with key personnel to ensure that all non compliance’s are followed up with the appropriate remedial action.
- Chair post audit meetings with key personnel to ensure that all non-compliance’s are followed up with the appropriate remedial action.
- Establish the audit plan, conduct audits, and ensure any findings are closed in the appropriate timescale.
- Integration of the Flight Operations and CAW within the Management System.
- Monitor the organizations operational and technical activities to ensure that they are executed in accordance with the rules and regulations of the authorities and with the organizations own requirements.
- Monitor all Subcontracted activities.
- Monitor Contracted Maintenance activities.
- Initiate the organizations policies for compliance monitoring.
- Systematically and independently survey the organizations compliance monitoring system.
- Prepare and amend as necessary, the Management System Manual.
- Be the formal link to all authorities and external companies in all compliance matters and follow up audits and other relevant communications between the authorities and the organization.
- Demonstrate an understanding of, and active participation in, the application of safety management, human factors principles and human performance issues.
- Consideration of risks associated with contracted and sub-contracted activities and management thereof.
- Monitor audit findings for adverse trends and risks, and report findings to responsible department managers, Nominated Person, or the Accountable Manager.
- Provide management with independent assessment of effectiveness of processes for following up corrective and preventive actions in relation to MSM section 3.7.6
- Ensure any audits carried out by external auditors identify any concerns or findings and the evidence necessary to substantiate such concerns or findings.
- Ensure that root cause, corrective actions and preventive actions submitted by the auditee sufficiently address the area of non-compliance.
- Ensure any audits carried out by all auditors verify the implementation of solutions with specific timescales.
- Ensure corrective action closure recommendation’s are reviewed, accept, or reject and the decisions are communicated to the auditor and auditee.
- Review and manage upcoming audits in accordance with the audit plan.
- Confirm that all compliance monitoring contracted activities are conducted in accordance with the contracts and service level agreements where required.
- Confirm schedules for audits including the objectives, scope, and checklists.
- Confirm any auditor is appropriately assessed and authorised by the Compliance.
- Monitoring Manager prior to them commencing any audit.
Required qualifications and certifications
The role of the compliance monitoring manager is to ensure that the activities of the operator are monitored for compliance with the applicable regulatory requirements, and any additional requirements as established by the operator, and that these activities are carried out properly under the supervision of the relevant head of functional area.
The compliance monitoring manager should be responsible for ensuring that the compliance monitoring programme is properly implemented, maintained and continually reviewed and improved.
The person(s) nominated in accordance with CAMO.A.305(a)(4) are responsible, in the day-to-day continuing airworthiness management activities, for ensuring that the organisation personnel work in accordance with the applicable procedures and regulatory requirements.
These nominated persons should demonstrate a complete understanding of the applicable regulatory requirements, and ensure that the organisation’s processes and standards accurately reflect the applicable requirements. It is their role to ensure that compliance is proactively managed, and that any early warning signs of non-compliance are documented and acted upon.
Five years of relevant work experience, of which at least two years should be from the aeronautical industry in an appropriate position. Relevant engineering degree or an aircraft maintenance technician qualification with additional education that is acceptable to the CAA. ‘Relevant engineering degree’ means an engineering degree from aeronautical, mechanical, electrical, electronic, avionic or other studies that are relevant to the maintenance and/or continuing airworthiness of aircraft/aircraft components;
The above requirement may be replaced by five years of experience in addition to those already recommended in the sentence above. These five years should cover an appropriate combination of experience in tasks related to aircraft maintenance and/or continuing airworthiness management and/or surveillance of such tasks.

Required experience
Nominated persons in accordance with ORO.AOC.135 should be expected to possess the experience and meet the qualification provisions of (b) to (f) respectively. Exceptionally, in particular cases, where the nominated person does not meet these provisions in full, the nominee should have comparable experience and also the ability to perform effectively the functions associated with the post and with the scale of the operation.
Persons or group of persons nominated in accordance with points CAMO.A.305(a) should have:
(a) practical experience and expertise in the application of aviation safety standards and safe operating practices;
(b) a comprehensive knowledge of:

(d) 5 years of relevant work experience, of which at least 2 years should be from the aeronautical industry in an appropriate position;
(e) a relevant engineering degree or an aircraft maintenance technician qualification with additional education that is acceptable to the CAA. ‘Relevant engineering degree’ means an engineering degree from aeronautical, mechanical, electrical, electronic, avionic or other studies that are relevant to the maintenance and/or continuing airworthiness of aircraft/aircraft components;
The above recommendation may be replaced by 5 years of experience in addition to those already recommended by paragraph (d) above. These 5 years should cover an appropriate combination of experience in tasks related to aircraft maintenance and/or continuing airworthiness management and/or surveillance of such tasks;
(f) thorough knowledge of the organisation's CAME;
(g) knowledge of a relevant sample of the type(s) of aircraft gained through a formalised training course. These courses should be at least at a level equivalent to Part-66 Appendix III Level 1 General Familiarisation and could be provided by a Part-147 organisation, by the manufacturer, or by any other organisation accepted by the CAA.
‘Relevant sample’ means that these courses should cover typical aircraft and aircraft systems that are within the scope of work.
